The Monmouth County Park System established the Urban Recreation Division in 1985 in an effort to provide recreational opportunities to qualified county agencies at a lower cost. In order to make these recreational services available, the Monmouth County Park System initiated the Recreation Assistance Program (RAP) to meet the recreational needs of agencies that serve at least a minimum of 85% of participants that have been determined to be economically disadvantaged and in need of financial assistance.
The Urban Recreation Division prides itself on accommodating all RAP participants to ensure a quality, safe, and positive experience. The division provides year-round services that include Mobile Recreation (Sept-June), field days, recreation support at local community events and a week-long adventure-based camp.
In 2016, the Urban Recreation Division expanded its services by relocating to Big Brook Park seeking to provide recreational opportunities that normally cannot be offered outside a park system facility to qualified RAP participants. New program offerings include archery, zip-lining, group swimming and more.

Using leased space at 605 Asbury Avenue, Asbury Park, the Coastal Activity Center provides quality after school recreation programs for elementary school-age (grades K-5) children on Monday, Thursday, and Friday, 3-6 p.m. For more information, please call 732-460-1167, ext. 21.

A week-long adventure-based camp, Extreme Team brings middle school students from urban communities to various county parks to learn about recreational opportunities. Over an eight-week period, each urban municipality is provided with a minimum of two weeks of camp for 10 campers.
