PLEASE NOTE: Beginning April 2025, all Monmouth County Park System proposal requests will be posted on Monmouth County's website, www/visitmonmouth.com/purchasing
Proposal submissions must be in a sealed envelope, labeled with the project name, project number, and the name and address of the consultant.
Proposal submissions must be delivered to:
Division of Purchasing, Attn: Helen P. Fiore, Director of Purchasing,
Hall of Records, 3rd Floor, 1 East Main Street, Freehold, NJ 07728
PLEASE BE ADVISED: Bids and Proposals may only be submitted between 8:30 AM - 4:30 PM, during normal business hours, Monday through Friday (holidays excluded). Outside of the above hours, there may not be anyone available to receive your submission. Proposals MUST be in the possession of the Division of Purchasing by 10:30 AM on the due date in order to be considered. It is the Bidder's responsibility to ensure bids/proposals are received by the Division of Purchasing before the 10:30 AM deadline. The County will not make exceptions for delays due to carrier issues. The County assumes no responsibility for proposals delivered or attempted for delivery outside of the above hours or for proposals not addressed to the above location
ADDITIONAL PROPOSAL SUBMISSION GUIDANCE:
IN-PERSON SUBMISSION: Bidders/consultants will be required to undergo a security check-in. If you are dropping off your submission on the morning of the proposal opening, please allow ample time to do so.
MAIL-IN SUBMISSIONS (submitted via common carrier service USPS, FedEx, UPS, etc.):
Bidders/consultants are encouraged NOT to send any submissions to the County via FIRST OVERNIGHT service. This service requires that the carrier attempt delivery before 8:00 AM, which is outside normal business hours. The package is then set aside by the carrier, and the second attempt is often not made until after 10:30 AM.
Bid/Proposals submitted via USPS are process through the County's mail room and then delivered to the Division of Purchasing. This process may take multiple days, and bidders should allow ample time for County mail room processing.
